On 23 November 2010, Ambassador Liu Jianchao was invited to attend the Monthly Membership Meeting of the Philippine Constitution Association (Philconsa) and make a keynote speech on China-Philippines friendly relations and economic cooperation.

Ambassador Liu said in his speech that the Philippines enjoys such great potentials as favorable geographic location, talented people, mature legal framework and dynamic private sector, which should advance the Philippine economy to sustainable prosperity. Both China and the Philippines share broad vista in enhancing cooperation in various fields of trade, investment, tourism, agriculture, mining, renewable energy and infrastructure construction. The Chinese government stands ready to work with the Philippine side to further promote and strengthen the bilateral economic ties so as to achieve common prosperity for both countries.

The Philippine Constitution Association was founded by Supreme Court Justice Pedro T. Tuazon and other people in 1961. With its members mainly composed of distinguished jurists, lawyers, academicians, and public servants, the association aims to defend, preserve, and protect the Philippine Constitution.
