Ambassador Wu Hongbo and Chinese Embassy officials inspected the Northrail Project on 3 August 2005, Northrail President Jose Cortez, National Housing Authority General Manager Federico Laxa and other government officials also joined the inspection.

Amb. Wu and his party inspected two evacuated work sites in Caloocan and Venezuela, and one resettlement area in Balagtas City. They were warmly welcomed by Governor Josie Cruz of Bulacan, Mayor Reynaldo Castro of Balagtas City and local residents.

When interviewed by the press, Amb. Wu said that the Chinese Government and Chinese company had all the sincerity and determination to complete the Northrail Project as soon as possible despite the political interference so as to serve the best interests and well-being of the Filipino people.

The Northern Luzon Railroad (Northrail) is a railway project being constructed by the Chinese company with preferential loan from the Chinese Government.
